Just because the Federal Government sues a State doesn't mean the State has to stop drilling for oil, or anything they are doing.
States could spend 20 years in court with appeals, and do the Feds have any right to sue a State, hmmm.

Defund the Bureaucrats locally and we might have a chance to slow the roll of these unelected regulators.
